Scope and Contents note
This subseries contains files of materials on a variety of issues relevant to Donald Payne's work as a member of the House of Representatives. This includes correspondence, notes, reports, memorandums, and other types of material. These files are often closely related to files in other series, particularly Series 2.1 Appropriations, Series 3.1 Education and children, and Series 3.2 International affairs and foreign relations. Many of these files are related to legislative and voting issues that arose during Donald Payne's tenure as a representative, or to his work on legislative committees, as well as other areas of interest. Topics with particularly substantial coverage include issues surrounding race (such as civil rights, affirmative action, black history, and others), budget, crime, education, the environment, and healthcare, among others.
